i want the bottom line from both of you even if senators reid and mcconnell come to a deal. you're the top republican vote counter. will it pass and will it fly in the house? will this be done in time? >> if there is enough in the agreement for republicans to be able to support it, and we can get a majority of republicans in the senate and a majority of democrats in the senate, then i think there's a good opportunity for a majority of democrats and republicans in the house to support such a package, and i think a lot of that depends upon whether president obama is willing to compromise this sort of fixation with raising taxes above anybody making more than $200,000 a year. >> reed and mcconnell are both very good leaders and vote counters. if they come to an agreement, they know that they will be able to carry a majority of each of their troops. the real question mark is the house. the house is a bit out of control. they're the reason we've had the problems all along but my guess, if the house and senate agree and leader mcconnell agrees, the house will go along with it too.

the hope for any deal before january 1st is that somehow minority leader mitch mcconnell could convince his troops, convince the republicans not to block it with a filibuster. each individual senator makes up their own mind, each senator has the right to stage a filibuster. so that's not something he can control entirely. a bigger issue, though, i have to edadmit, when you look at senator mcconnell and why he's so important right now is that he needs to bring some republicans on board this deal for a couple reasons. first, they need those republican votes to get anything through the senate. and then second of all, speaker boehner needs some cover, he needs some way to convince republicans in the house that they should pass this deal. conservatives are putting pressure on all sides and republicans in the house want to be to say conservativings in the senate supported this. i can too for the good of the country even though i don't like it. these are the dynamics in play. a lot of politics, a lot at stake. and this is why all focus is on senator mcconnell because he can bring so much to th

"they see an advantage in negotiating with republicans that will feel free not to raise taxes once the rates have gone out. the president is pulling in the mid 50's. there is still time for the dynamic to shift. speed banner will stress the house has passed legislation to avert the entire fiscal cliff. there is an ad we want to point out in "the new york times" and "the was

you heard mitch mcconnell say he's hopeful and optimistic. will congress pass something in the next 48 hours, something? to avoid the fiscal cliff? >> i don't know. but, i guess, probably. and it will be a bad deal but i suppose better than doing nothing. and, every working american's taxes will go up january 1st if they do nothing about the payroll tax, a pretty big increase, and, defense cuts and everyone agrees, with that policy to have middle class americans' taxes go up, and, it totally irresponsible defense cuts and this is what congress thinks is a good deal. >> chris: i'm not sure it is a good deal but avoids the worst of the fiscal cliff. senator bayh -- obviously, we don't know, what is your sense, no filibuster in the senate? you heard lindsay graham and do republicans pass whatever the senate agrees to? >> the odds are somewhat better than 50/50 we get a minimal deal in the senate. not one that solves our debt problem, as you pointed out earlier and this is a prequel to going through it again around the first of march over the deb
